Our Story

Like many other businesses, ZERO was born out of a frustration with the status quo. But before we get to that, let's first go back 50 years to set the stage.

In 1967, Ralph Bowers, Leonard Schumann, and Scott Welch joined together to create what would become one of America's most respected insurance agencies. 

By 1981, the trio had created one of the largest and finest insurance agencies in the region. Shortly thereafter, Todd Welch and Glen Welch (Scott's sons) joined the company, focusing on a collaborative risk management and insurance procurement model that helped to transform how municipalities, schools, churches, and condominium associations insured themselves.

In 1991, encouraged by the experience of the previous decade, the Welch family formed Charter Partners (CP) to serve entrepreneurs with a new, community-driven alternative to the rising costs and declining trust in the property/casualty insurance marketplace. The focus of the new venture was to provide privately-held entrepreneurial business owners with stability and choice in addressing safety, risk management, and insurance costs.

In 2000, the Welch family sold the original insurance agency business in order to focus exclusively on building the CP community.

In 2007, the community migrated from renting to owning their own captive, forming the Cooperative Partnership Insurance Company (CPIC). CPIC is a mutual insurance company owned exclusively by its insureds.

In 2015, having seen first-hand the positive impacts of a behavior change to a stronger focus on safety and risk management, Todd and Glen began working on a new product designed specifically for safety. They named it "ZERO" after its mission — zero injuries.

In 2017, Charter Partners Community, LLC partnered with Everest Reinsurance Holdings, Inc. to form Salus Systems, LLC (that's us!). Salus is now the sole owner and developer of ZERO. The Salus team (still led brothers Todd and Glen) is focused on empowering employees inside every organization in order to elevate safety awareness, improve behaviors, and take safety performance to a new level.

Our mission is bold, but simple:

ZERO incidents. ZERO injuries.

Full stop.

ZERO is more than just a number to us. ZERO means complete safety. We believe everyone should go home safe and healthy from work, every day.

ZERO accomplishes this by completely rethinking the safety status quo and giving every employee a safety voice. The “human" contribution to a safe workplace is more valuable than any compliance system alone can control. ZERO gives every worker a voice because we believe when we listen to the voices closest to the action, safety performance can be elevated to a new level.
